I picked up a machine last year that had been documented in three different tools by three different people. The first two pages were a scan of a hand drawing. The middle forty came out of something that clearly had no concept of a wire number. The last revision was a PDF and nobody had the source file. Sorting that out took longer than the repair did.
That is the real cost of choosing electrical schematic drawing software badly. Not the license. The ten years after it.
Your symbols come from one of two standards, and neither one is NEMA
Every electrical schematic drawing software package ships with some symbol library, and which standard that library follows decides whether anybody else can read the drawing you just spent two days on. So start there, before price.
Internationally it is IEC 60617. Roughly 1900 symbols, and it is not a PDF you download once. It is a subscription database, and that database is the official source. Every symbol carries an identity number, a name in English and French, a status level, and an application class saying which kind of diagram it belongs on: overview, function, circuit, connection, installation, or network map. Size and line thickness carry no meaning in IEC 60617. Shape and content do. Most of the symbols are drawn assuming signal flow runs left to right, and the standard expects you to keep that going across the whole drawing.
In North America the document is IEEE 315, which is also ANSI Y32.2 and CSA Z99. Graphic Symbols for Electrical and Electronics Diagrams, including reference designation letters. The IEEE Standards Board approved it September 4, 1975, then reaffirmed it in 1988 and again in 1993. ANSI approved it that October, and the Department of Defense adopted it for mandatory use the same month. The sponsor is IEEE Standards Coordinating Committee 11, with ASME and IEEE holding the secretariat for ANSI Committee Y32.
Read that list again and notice who is missing. NEMA. I have called them NEMA symbols myself for years and most of the panel trade does, but it is shop slang. The symbols are IEEE and ANSI. Makes no difference when you are talking to another electrician, makes a lot of difference when you are searching a symbol library, because the library is filed under the standard and not under the slang.
One more split worth knowing if you plan to build your own library instead of using whatever your electrical schematic drawing software shipped with. IEEE lets you use individual symbols out of 315 without asking anybody, and puts responsibility for any conformance claim on you. IEC runs the opposite policy: pulling substantial portions out of the database, to sell or to hand out free, needs written approval first. So a tool that ships a maintained IEC library is selling you something real. Worth remembering when you get to the prices further down.
What free electrical schematic drawing software actually does now
QElectroTech is free, open source, no license fee at all, and runs on Windows, macOS and Linux. The bundled collection is over 4,000 symbols covering electric, logic, pneumatic, hydraulic and fluid. Elements link to each other as cross references and those update on the fly. You can define autonumbering patterns for conductors, symbols and folios. LibreCAD gets recommended in the same breath and it is a completely different animal. Free, open source, 2D. Reads DXF and DWG, writes DXF, DWG, PDF and SVG, and draws lines, arcs, ellipses and splines cleanly. It also has no idea that any of those lines is a conductor. Nothing numbers itself, nothing cross references, nothing totals into a parts list. Good drafting tool. It is not electrical schematic drawing software, and using it as one means you are the database.
What free costs you is not features anymore. It is that there is nobody to call, and that keeping the symbol library current is your job forever. On a three page skid drawing that is nothing. On a sixty page panel you revise twice a year for a decade, it is a real line item that never shows up on a quote.

The difference between drafting and electrical schematic drawing software is not the symbols. It is whether anything underneath the drawing keeps the numbers in sync.
General CAD, where the tool draws but does not keep books
The middle of the market is general CAD being used as electrical schematic drawing software, and it works better than people expect right up until it does not.
TurboCAD sells four editions of its 2026 Windows line, all one time purchases you own outright, with a term license offered if you would rather rent. Designer runs $199.99 and covers 2D drafting and editing, smart dimension tools, layer management and AutoCAD file compatibility. Deluxe is $399.99 and adds 3D modeling and rendering. Professional is $999.99 and brings an AutoCAD style command line, full file import and export, sections and elevations. Platinum tops out at $1,499.99 with ACIS solid modeling, a mechanical toolset, 2D geometric and dimension constraints and scripting.
None of those four ship an electrical symbol library. Symbols are a separate companion product on the same price list. Worth knowing before you buy Designer expecting to open it and start dropping contactors.
SmartDraw runs on subscription instead. Individual is $10.95 per user per month billed annually, discounted to $7.95 as an introductory price for new customers. Team runs the same $10.95, discounted to $6.95 per user per month on the same annual billing with a three user minimum, and adds shared folders, document retention controls and premium support. Enterprise pricing is quote only. It does carry an electrical planning template set.
The split at this tier is not really about symbols. It is whether the tool maintains a project database underneath the drawing or just remembers where you put the lines. Both of these remember where you put the lines. For a one off schematic you hand an electrician on Friday, that is completely fine, and $199.99 once is hard to argue with. For a panel four different people revise over fifteen years, the bookkeeping you are not doing is the whole problem.
The tier where vendors stop publishing the price
Purpose built electrical schematic drawing software is where the published numbers start running out. AutoCAD sits at the top of what anybody will quote you in public. An annual subscription is $175 per month paid annually, which comes out to $2,095 per year for one user. Month to month is $260. Autodesk ships the Electrical toolset with AutoCAD now rather than selling it as its own product, so that yearly figure is the entry price for AutoCAD Electrical, not a starting point you add to.
The interesting option is Flex, which is pay as you go. $99 buys 33 tokens minimum, and AutoCAD with one toolset burns 7 tokens per day. That is about four and a half days of drawing for $99, and extra toolsets cost extra tokens per day. If you open a schematic package ten days a year, that arithmetic lands somewhere very different from $2,095. If you are in it every week, it does not.
Elwin comes at it from the other end. Standalone, nothing else has to be installed alongside it, and the standard install ships with an IEC symbol database. One project tree holds several panels across different installations and locations. Parent symbols carry auxiliary and child symbols so cross references stay linked live, and double clicking one jumps you to the referenced page. A single click generates the cable pull list, the cable connection list, the wire list, the bill of material, a spare part list built from components you flagged as recommended spares, purchase order lists for components and cables and wires, engraving plate layouts, a table of contents, a revision list and an I/O point list. Components import from Excel by file or by copy and paste. It has moved to a subscription of one or two years, and the license moves between your own computers.
That report list is the honest answer to what the money buys at this tier. Not prettier symbols. The bookkeeping.
Then there is the group that publishes nothing. EPLAN, SEE Electrical, ELCAD, PCSCHEMATIC and TechCAD all describe their products in detail and put no number anywhere on the product pages. You request a quote and a salesperson calls back. That is not a knock on the software, it is normal for tools sold with implementation and training attached. It does mean you cannot compare this tier on price without spending a week on calls, and you should budget training on top of whatever number comes back, because none of these are learn it in an afternoon tools.
What actually separates the tiers

The requirement that should pick the tool for you
Here is the part that gets skipped in every feature comparison I have ever read, and it is the one that matters if the panel has to be listed.
UL 508A requires every power circuit conductor to be labeled at its termination with the letters or numbers from the wiring diagram. Not as good practice. As a requirement. So the numbers on your drawing and the numbers on the ferrules in the panel have to be the same numbers, and they have to stay the same numbers through every revision anybody makes for the rest of that machine's life.
NFPA 79 pushes it further at the nameplate, which carries the manufacturer name, the serial or production number, rated voltage with phase count and frequency and full load current for each supply, the ampere rating of the largest motor or load, the maximum rating of the short circuit and ground fault protective device, the panel SCCR, and the electrical documentation number. That last item is a pointer straight back to the drawing set, permanently attached to the enclosure.

The wire numbers on the drawing and the numbers landing on these terminals are supposed to be the same numbers, in year one and in year twelve.
So the question to ask about any electrical schematic drawing software is not how many symbols it has. It is who maintains the wire numbers when somebody adds a circuit in year six. If the tool does it, the panel and the drawing stay together. If you do it by hand, they drift. I have opened enough cabinets where the drawing and the ferrules stopped agreeing a long time ago to tell you it drifts eventually, and it turns into a troubleshooting problem at two in the morning rather than a paperwork problem during office hours.
Which is also why the free tier is a perfectly reasonable answer for plenty of shops, as long as the tool is doing the numbering and not you.

What is the best free electrical schematic drawing software?
There is no single best one, and the honest split is between tools that understand a circuit and tools that only draw. Both sell through a quote process with implementation and training attached, and neither publishes a number on its product pages. Ask for the training cost as a separate line when you request the quote. It is a real number and it is not always inside the first figure they send.
Before you redraw anything
If you are picking electrical schematic drawing software right now, pick it on whether it maintains the wire numbers and generates the terminal and cable lists, not on symbol count. Everything else you can work around. That one you cannot.
